Philadelphia police are searching for a masked man who allegedly chased and threatened residents near City Hall while wearing a baby doll Halloween mask, filming himself as terrified victims screamed for help. Officers released footage of the incidents in an appeal for public assistance in identifying the suspect, who is accused of assaulting at least one woman during the encounters.

In one incident captured on video, the man is seen chasing a woman and reportedly asking her if she was "ready to die." Police have not yet named or apprehended a suspect and are urging anyone with information to come forward as the investigation continues.
