A federal judge has paused a key provision of Virginia's new law restricting local law enforcement cooperation with immigration authorities, dealing a significant legal blow to Democratic Governor Abigail Spanberger. Judge Robert Payne ruled that the federal government is likely to succeed in its lawsuit against the state, finding the law unconstitutionally interferes with existing agreements between the federal government and Virginia localities, and improperly attempts to regulate federal law enforcement conduct. The ruling matters because it halted, at least temporarily, a deadline that would have forced local sheriffs to modify or scrap their cooperation agreements with immigration enforcement.

Payne, appointed by George H.W. Bush, stopped short of striking down the law entirely but blocked its implementation while the federal case proceeds. The decision came just before local sheriffs faced a Tuesday deadline to alter their so-called 287(g) agreements, and Republican critics, including Virginia House Minority Leader Terry Kilgore, said the outcome vindicated earlier warnings about the law's legal vulnerability. A similar dispute is unfolding in Maryland, where Governor Wes Moore allowed a comparable law limiting sheriff-ICE cooperation to take effect; 17 of the state's 24 sheriffs have since sued to block it, though a court has yet to rule in that case.
