The investigation found Caldwell made a sexually inappropriate remark to a female staffer, which investigators deemed credible sexual harassment despite his denial. He was also found to have repeatedly brought unpaid personal guests to ticketed events despite training and warnings—including once on 23 May, just a day after being formally notified of the investigation. Additionally, he recommended his romantic partner for a promotion without disclosing their relationship, using his state email account four days after receiving notice of the investigation.
