Andy Burnham has condemned the case of Zafer Dogan, who photographed women and children without consent and used AI to create fake nude images. The case has prompted criticism of repeated bail decisions and concerns that pressure on prison capacity may be putting victims and communities at risk.

Dogan, 32, admitted multiple image offences, including making indecent images of children, and was sentenced to two years and four months in prison. Police said he had collected thousands of images, while one affected family moved into temporary accommodation because his flat overlooked a children’s playground. Prison occupancy reached 98.0–99.7% between October 2022 and August 2024, with 17,711 people on remand in August 2024; bail decisions remain the responsibility of independent judges and magistrates.
