## Key points

- KKK-style costumes caused concern in Emerald.
- Local representatives condemned them as offensive.
- Council is expected to discuss the issue next week.

## Summary

Residents in Emerald, south-east of Melbourne, expressed outrage after two people were seen wearing Halloween costumes resembling Ku Klux Klan robes and pointed hoods. Local representatives condemned the costumes as offensive, and the incident has prompted concerns across nearby communities.

The image appears to show the pair outside the Emerald RSL during its annual Halloween event, though there is no suggestion the club was involved or that the people depicted support neo-Nazi beliefs. A councillor said the issue is expected to be raised at a Cardinia Shire Council briefing next week; Victoria Police said they could not comment without confirmation of a specific complaint. Victoria has laws banning Nazi symbols and gestures and introduced new vilification offences last year.
