## Key points

- Houston narrows police contact with ICE during routine stops.
- A recent ICE officer indictment adds context to the policy debate.
- Texas law and the incoming governor may shape what happens next.

## Summary

New reporting highlights a recent indictment of an ICE officer in Houston and sharp criticism of Mayor John Whitmire’s timing. Whitmire ordered police to limit when they contact ICE during routine stops, saying the change would reduce community anxiety; he linked the decision to Democrats’ sweep of Texas statewide offices.

Officers may contact ICE only if a person is arrested on a charge carrying possible jail time and has an ICE administrative warrant; police will cite and release people in minor, non-violent cases. Texas law bars departments from limiting cooperation with federal immigration authorities, and Governor-elect Gina Hinojosa takes office in January. Houston police made at least 107 ICE contacts in the first eight months of 2025, compared with nine in all of 2024. A grand jury recently indicted ICE officer Mario Alberto Morales over an alleged vehicle assault during an October pursuit; ICE called the indictment a political stunt, while DHS criticised the mayor’s order.
