## Key points

- Burnham has not committed to all the proposed immigration reforms.
- The government will decide after a consultation.
- Extending care workers’ wait for settlement has prompted Labour criticism.

## Summary

Burnham has left open whether the government will adopt all of Mahmood’s proposed immigration reforms, saying it will announce decisions after a consultation. He backs the principle that indefinite leave to remain should be earned through contribution, but his comments come amid opposition within Labour and the Cabinet.

The proposals, unveiled in November 2025, would tighten eligibility and set different qualifying periods based on applicants’ circumstances. A plan to extend the current five-year wait for permanent residence by up to 10 years for foreign care workers has drawn criticism. Energy Secretary Miatta Fahnbulleh later said she fully supported the reforms after appearing reluctant to endorse them, while Angela Rayner has also raised concerns about backdating the changes.
