A proposed California law to limit concert-ticket resale prices has failed to advance from the State Appropriations Committee. The measure, AB 1720 or the California Fans First Act, sought to curb ticket scalping and high secondary-market mark-ups, an issue affecting fans, artists and independent venues.

Originally introduced by assemblymember Matt Haney in February, the bill would have capped resale prices at 10% above face value, but was later narrowed to venues with capacities of 3,000 or fewer. It was backed by venue and music advocacy groups, as well as Live Nation, while resale platform StubHub opposed it and reportedly spent $3.4 million lobbying in California this year; Haney said he would continue pursuing solutions. Similar 10% resale caps have recently been enacted in Vermont and Maine.
