## Key points

- October meetings suggest Iran’s leadership is moving towards coordinated decisions.
- Tehran is weighing diplomacy against renewed confrontation.
- Regional mediation has included a nuclear inspection proposal.

## Summary

The new detail is that Mojtaba Khamenei’s reported meetings with senior officials have shifted from reassuring the public that he is alive to a more systematic round of consultations. The October meetings, held as Iran weighs negotiations against renewed confrontation with the United States and Israel, may indicate that his leadership is activating a decision-making process for consequential choices.

Khamenei has governed through written statements and decrees since succeeding his father in March, after being injured in the February 28 strike that killed his father. The consultations followed changes to military and security leadership and coincided with mediation efforts: Pakistan’s army chief brought a proposal for unannounced nuclear inspections in exchange for interest on Iranian funds frozen in Qatar, then returned with senior Saudi and Turkish officials. The article asks whether this emerging system can produce a decision comparable in significance to the 2015 nuclear agreement.
