William Vance Payne II, a 58-year-old father of five, was killed when a stolen Kia Optima allegedly driven by a 13-year-old collided with his car in Germantown, Maryland. The crash occurred as Payne was travelling to his job at the National Institute of Standards and Technology, shortly before he was due to retire, highlighting concerns over young people driving stolen vehicles.

Police said the collision happened shortly after 5am on Tuesday at an intersection north of Washington, DC. The Kia reportedly contained seven teenagers: four girls aged 12 to 14 and three boys aged 12 to 15, including the alleged 13-year-old driver; Payne’s Toyota Matrix was struck with about ten minutes remaining on his commute.
