Fujitsu has been added to the UK government’s Digital Outcomes and Specialists 7 procurement framework, worth up to £14.9 billion including tax, despite its voluntary freeze on bidding for work from new public-sector customers during the Post Office Horizon inquiry. The company says the framework place is consistent with that commitment because it permits bids only for existing government customers, while a framework listing does not itself guarantee contracts.

The Horizon system was linked to prosecutions of more than 1,000 subpostmasters and others between 1999 and 2015, with hundreds wrongly convicted; an ongoing statutory inquiry has indicated that 13 suicides may be connected. Fujitsu pledged in early 2024 not to bid for new government customers until the inquiry reports, unless specifically asked, while the Cabinet Office says it is monitoring the company’s compliance and reviewing its government-contract performance.
