The push is linked to a House investigation into the millionaire Neville Roy Singham, whom lawmakers allege has funded a "dark money" network worth around $591 million supporting far-left nonprofits, with claims of possible links to the Chinese Communist Party. As part of that inquiry, the Ways and Means Committee has issued subpoenas to three nonprofit organisations connected to Singham. The proposed legislation would require nonprofits to disclose foreign contributions more transparently, giving regulators and the public clearer visibility into who is bankrolling US advocacy groups.
