## Key points

- Paraguay’s Senate is advancing impeachment proceedings against President Santiago Peña.
- Ueno Bank’s collapse has frozen accounts for nearly 3 million customers.
- Regulators found capital below half the legal minimum and $146m in related-party loans.

## Summary

The latest development is that Paraguay’s Senate has convened a rare session and is pressing ahead with impeachment proceedings against President Santiago Peña after the collapse of Ueno Bank. Peña, who announced his resignation on Thursday, asked for 72 hours to prepare his defence, saying he had less than 12 hours to respond to charges and about 300 pages of attachments.

The bank’s failure has left nearly 3 million customers unable to access savings, wages or make payments, and has sparked protests over the loss of public and private funds. Regulators placed Ueno into resolution after finding its capital had fallen below half the legal minimum, citing poorly documented loans, including $146m lent to companies linked to its owner. Peña held a stake in Ueno’s parent company until March 2025 and appointed the bank’s former head to lead the central bank; he denies improper ties.
