Fifa council members are pressing president Gianni Infantino to include two past controversies—the abandoned Fifa Forward Enterprise World Cup sell-off plan and the Folarin Balogun affair—in an external review of the organisation’s governance. They argue that examining only future governance structures would lack credibility and could allow Infantino to avoid scrutiny ahead of next year’s re-election campaign.

Infantino has proposed that the council commission a review of Fifa’s governance framework for major strategic initiatives at its 15 October meeting in Zurich. The Football Association’s Debbie Hewitt has requested documents on both controversies, while German federation president Bernd Neuendorf called Infantino’s proposal cynical electioneering. The council has 38 seats, with 19 votes needed to force an extraordinary meeting; opposing confederations hold 21 seats but include several delegates who support Infantino, making any vote uncertain.
