The debate centres on a 2025 law offering developers up to 20 years of tax breaks for projects investing at least $250 million. Several candidates have called for a statewide pause or stricter safeguards, while others favour local control and measures requiring operators to pay their full energy costs, limit water use and plan for decommissioning. Proposed hyperscale developments, including a 1.14-million-square-foot site in De Soto and a contested campus near Emporia, have intensified the political pressure ahead of the August primary.
