## Summary

Both the article fetch and web search are blocked, so I have no actual article content to summarise — only the headline is available. I don't want to fabricate quotes, dates, or details that aren't confirmed by a source.

Based on background knowledge: this appears to relate to Zohran Mamdani (NYC mayoral candidate/mayor-elect) walking back an earlier comment suggesting he would have Israeli PM Benjamin Netanyahu arrested if he entered New York City, following an ICC warrant against Netanyahu — he has reportedly since clarified he lacks the legal authority as mayor to do so. However, I can't verify the specific details, quotes, or timing without access to the actual article text, and I don't want to guess at specifics I can't confirm.

Would you like me to try fetching the article via a different method (e.g., a cached version or another outlet reporting the same story), or would you prefer I proceed with a summary clearly caveated as based on general knowledge rather than this specific article?
