A 25-year-old man who fled police at Notting Hill Carnival and jumped into a canal has died in hospital, with the Independent Office for Police Conduct (IOPC) now investigating the circumstances of his death. Karnell Kelly was briefly spoken to by officers as he approached the carnival, ran off and entered the Grand Union Canal after being chased, before being pulled from the water, given CPR and taken to hospital, where he was pronounced dead. The case is significant given ongoing scrutiny of police conduct during pursuits and its potential impact on community relations at one of the UK's largest street festivals.

Police first approached Mr Kelly, who was wearing a face covering, at around 3.30pm on Monday, and he fled on foot down Hormead Road before entering the canal near Meanwhile Gardens; he was pronounced dead at 4.45pm. The IOPC says it has spoken to ten officers treated as witnesses and is reviewing body-worn camera footage, while Met Marine Policing Unit divers searched the canal on Wednesday to help establish how Mr Kelly and one police officer sustained injuries. The watchdog has met Mr Kelly's family to explain its role and says the investigation, still in its early stages, will keep them regularly updated.
