## Key points

- Democrats’ victory gives them control of the House Oversight Committee.
- Robert Garcia says investigations will target Trump and his administration.
- The White House is preparing to invoke executive privilege.

## Summary

Democrats’ midterm victory gives them control of Congress and the House Oversight Committee, where incoming chairman Robert Garcia says they will investigate President Trump’s administration. His warning to the White House, posted before the election results were settled, was “LAWYER UP”; the investigations could put pressure on the administration and test its ability to resist congressional scrutiny.

Garcia cited possible inquiries into alleged conduct by ICE and the Department of Homeland Security, corporate corruption, Jeffrey Epstein, Trump-related cryptocurrency ventures and Donald Trump Jr. A Democratic majority can issue subpoenas, hold hearings and seek court enforcement, including through civil contempt. The White House is preparing to invoke executive privilege, while Trump said he would consider pardons for himself and aides if needed.
