## Key points

- Heavy rain flooded thousands of tents in Gaza.
- Shelter supplies cover barely 17 per cent of winter needs.
- About 8,600 IOM shelter kits remain outside Gaza.

## Summary

New footage described by the Red Cross shows entire families and displacement camps inundated after heavy overnight rain, with people trying to drain tents and protect their belongings. The flooding adds to the hardship of displaced Palestinians facing a fourth winter with little protection from the weather.

The International Organization for Migration says humanitarian shelter supplies cover barely 17 per cent of identified winter needs, while about 8,600 emergency shelter kits are waiting outside Gaza after being turned away at crossing points. Israeli authorities have tightly restricted items including tent poles, construction materials and mobile homes, classifying them as “dual use”; aid workers have resorted to building makeshift shelters from salvaged materials.
