- Russia’s Security Council urged faster expansion of its Rassvet satellite network.
- Russia has launched just over 30 Rassvet satellites; Starlink has over 10,000 active.
- Ukraine says Russia is already using Rassvet for military communications.

## Summary

Russia’s Security Council has called for rapid expansion of its Rassvet satellite network, warning that Western satellite communications could be used to destabilise countries. The appeal matters as Russia and Ukraine are using satellite links for military communications, while Starlink has become an important part of Ukraine’s wartime operations.

The Council urged increased production of communications satellites and terminals at a meeting on information security and internet access. Russia has launched just over 30 Rassvet satellites, compared with more than 10,000 active Starlink satellites. President Vladimir Putin recently praised Elon Musk, while Security Council deputy chairman Dmitry Medvedev criticised Musk over Ukraine’s use of Starlink; Ukraine says Russia is already using Rassvet for military communications.
