Victor Valentine, a 29-year-old Cheltenham man described by police as having a history of misogynistic hostility and violence towards women, has been given a five-year Sexual Harm Prevention Order. Although he has not been convicted of a sexual offence, the court imposed the preventative order after repeated breaches of civil orders; police say it is intended to reduce risks to women and girls.

The order runs until 25 August 2031 and bars Valentine from joining incel-related forums or chatrooms, loitering near women’s toilets, changing rooms and women-only spaces, and owning more than one internet-capable device. Any permitted device must be registered with police within three days, retain its browsing history, keep location and data functions enabled, and be available for immediate police inspection; breaching the conditions could lead to arrest and up to five years’ imprisonment.
