## Key points

- Miller pledged absolute loyalty to Trump as he prepares to become chief of staff.
- His appointment has heightened concern over the administration’s immigration agenda.
- Republicans suffered major midterm losses before the move was announced.

## Summary

Stephen Miller, Donald Trump’s incoming White House chief of staff, pledged “total devotion” to the president in his first public remarks since his appointment was announced. The move has raised concern that the administration will intensify its hardline immigration agenda, which Miller has led as deputy chief of staff.

The appointment follows heavy Republican losses in the midterm elections: by Saturday morning, the party had lost seven Senate seats and 42 House seats, while two Senate races remained undecided. Democrats and some Republicans criticised Miller’s appointment, with one outgoing Republican congressman saying his approach had alienated Hispanic voters in Texas and Arizona.
