In a lengthy Truth Social post, Trump described Hollywood as a "Complete and Total Disaster" that is "hurting California very badly" due to a lack of incentives to film there, and credited actor Jon Voight, his "special ambassador to Hollywood", and others for proposing the plan. He said meetings were being arranged with leaders of both parties to draft legislation swiftly. The Motion Picture Association, representing major studios and streamers, welcomed the statement, calling a federal incentive a "landmark step" that would boost production nationwide and strengthen the economy.
