## Key points

- The proclamation does not bind future presidents to keep the rooms unchanged.
- It calls for review before substantial alterations to the historic spaces.
- Trump’s White House renovation projects face growing scrutiny from Democrats.

## Summary

New coverage shows that the proclamation does not stop a future president from restyling the Oval Office or reversing the designation. Donald Trump said it would protect the Oval Office and Cabinet Room as a national monument, but the document allows redecorating and routine changes, and requires review before major alterations.

Trump signed it on Thursday, after Republicans lost key races in Tuesday’s midterm elections. It directs the Interior secretary to manage the monument and calls for documentation and consideration of alternatives before substantial changes; it does not require congressional approval, despite Trump’s claim. The move comes as Democrats prepare scrutiny of his White House projects, including a ballroom that required demolishing the East Wing.
