## Key points

- Trump officials are preparing actions that bypass the need for new legislation.
- The plans cover immigration, spending, tariffs and housing policy.
- Democrats need four seats in each chamber to take control.

## Summary

Trump administration officials are preparing executive actions for President Donald Trump to use if Democrats win control of Congress in the midterm elections. The plans would let the administration pursue parts of its agenda without new legislation, while a Democratic majority could shape bills sent to Trump and constrain his legislative programme.

Officials including Stephen Miller, Russell Vought and White House counsel Will Scharf are examining options on immigration, federal spending, tariffs and housing, as well as the legal limits of presidential authority. Democrats need to gain four seats in each chamber to control both the House and Senate; prediction markets cited in the article put their chances above 90 per cent in the House and at 75 per cent in the Senate, though Senate polling suggests a close contest. Trump has issued 292 executive orders during his second term, and has said he may veto bills before eventually negotiating deals.
