The presidents of UEFA and Concacaf have written to FIFA president Gianni Infantino requesting that FIFA distribute at least $10 million to each of its 211 member associations from its $6 billion reserves during the 2027–2030 cycle. The leaders questioned whether FIFA's proposed Forward Enterprise scheme was necessary given the substantial cash reserves available, and they have sought support from other continental federations for their proposal, which is to be considered at the FIFA Council meeting on 15 October. This move represents a significant challenge to Infantino's authority at a time when his leadership faces mounting scrutiny and scandal.

The proposal would amount to approximately $2.1 billion in total payouts whilst still leaving FIFA with over $1.5 billion in reserves. The distribution would come on top of FIFA's existing Forward programme, which typically provides each member association with roughly $8 million over a four-year cycle. Ceferin and Montagliani argued that FIFA has the capacity to deliver substantially greater resources without selling competition interests or asking member associations for anything in return, framing development as an institutional responsibility rather than a matter of individual discretion. The move comes as Infantino remains under pressure to resign, though he is widely expected to run for re-election in March.
