- Burnham's first foreign visit as PM was to meet Zelensky in Ukraine
- UK to transfer Stone Cloak anti-drone jamming tech IP rights to Ukraine
- Move lets Ukraine build the equipment domestically at scale

## Summary

Andy Burnham, in his first act as Prime Minister after taking office a week earlier, hosted Ukrainian President Volodymyr Zelensky at a UK naval base and confirmed Britain would hand over intellectual property rights to its Stone Cloak electronic warfare system. The move marks the culmination of a symbolic first overseas engagement, with Burnham choosing Ukraine over any other destination to underline continuity in British support for Kyiv despite the change of leadership in Downing Street.

The technology transfer allows Ukraine to manufacture the anti-drone jamming system domestically rather than depending on imported UK-made equipment, giving its forces the ability to produce critical counter-drone defences at scale on home soil. Officials framed the handover as going beyond the usual financial and military assistance, describing it as a substantial deepening of the UK-Ukraine relationship under the new government, with no further developments reported since the visit concluded.
