## Summary

US envoy Steve Witkoff says the United States will mediate working-level talks between Ukraine and Russia in Abu Dhabi on 10 and 11 November. The meeting is part of Washington’s effort to broker an end to the war, with discussions set to cover post-war security, de-escalation, humanitarian issues and steps towards peace.

Before the talks, US negotiators are due to meet representatives of France, Germany, the UK, the EU and NATO in Brussels to discuss security guarantees, Europe’s post-war security arrangements and Ukraine’s reconstruction. Witkoff said the talks build on earlier discussions in Kyiv, Oslo and St Petersburg; Russia’s full-scale invasion began in February 2022.
