The clean-up highlights the scale of damage inflicted by an extended period of extreme weather, which combined with tropical storms to bring flooding, disruption and fatalities across the country's main island.

The nine-day downpour dumped rainfall equivalent to more than a month's average in some areas, forcing the closure of schools and government offices across Luzon and causing widespread flooding in Manila. Rescuers reported on Monday that floods, landslides and related accidents had killed at least 16 people in the northern Philippines.
