House overcomes key hurdle on reconciliation framework, CR and other measures
House Republicans voted 214–211 to approve a procedural rule allowing debate and final votes on several major party priorities before the chamber leaves Washington. The vote gives Speaker Mike Johnson an early legislative victory after recent resistance from conservative Republicans, but it does not ensure that the underlying measures will pass or become law.
The package includes the 2027 National Defense Authorization Act, a stopgap funding bill intended to keep the federal government operating until 4 December, and a budget resolution enabling a proposed $95 billion reconciliation package. The rule also combines the SAVE America Act, which would require voter identification and proof of citizenship, with the defence bill; Representative Thomas Massie was the only Republican to oppose the rule, while Democrats are expected to resist the funding measure.
