Phineas Fisher is portrayed as an elusive hacktivist whose attacks on commercial spyware firms exposed their operations and helped reveal how surveillance technology was sold to governments. Their 2015 breach of Italy’s Hacking Team was particularly consequential, releasing a vast cache of internal material that enabled reporting on alleged abuses and is seen by some former staff as contributing to the company’s eventual collapse.

Fisher first emerged in 2014 by hacking FinFisher’s parent company, Gamma Group, and leaking spyware-related files, although the firm continued operating. Later targets included a Catalan police union, Turkey’s ruling party and Cayman National Bank’s Isle of Man branch; Fisher said their actions reflected anti-police and left-wing political beliefs, and reportedly donated at least $10,000 in Bitcoin to Rojava. Despite publishing technical explanations of some attacks, Fisher’s identity has never been confirmed.
