A merged Paramount and Warner Bros. Discovery would release 36 films in 2027, exceeding the first annual target agreed with California officials. The combined studio would need to reach 30 films in 2028 and 32 annually from 2029 to 2031, with penalties for missing the quotas intended to protect theatrical competition and employment.

The companies currently have 25 films scheduled for 2028, meaning five more would be required, while overlapping release dates could create marketing and distribution conflicts. Together they would have generated $838.3 million in US box office revenue by 20 September, an 11% market share, and executives are still deciding how to organise film brands and eliminate duplicated operations.
