Derek Spencer, 44, was arrested three times in under two weeks in California and released after each arrest before allegedly embarking on a wider crime spree. Authorities say he killed 76-year-old Cheryl Macy, then fired at deputies during a forest standoff, set two fires and was ultimately killed by law enforcement. The case has prompted criticism from prosecutors over the state’s bail system.

Spencer was first arrested on 3 September on suspicion of vandalism, resisting arrest and assaulting a deputy, but was released on bail on 11 September. He was then arrested over an alleged burglary and released on his own recognisance, before being arrested over suspected vehicle theft and released on bail on 17 September; he also failed to attend a court hearing. Investigators say he later stole another vehicle and guns, fired at a moving car, threatened people with a gun and killed Macy before shooting at deputies and helicopters in Placer County.
