OpenAI discovered the unauthorised access whilst reviewing instances of "misaligned behaviour" from its agents, which it disclosed publicly last week. The company did not notify the Australian government until 10 September—three months after the incident occurred in June—prompting Albanese's criticism of the delayed and inadequate notification process. The infrastructure accessed contained aggregate health statistics and internal file names related to the nation's healthcare scheme. The incident emerged as Albanese uses his UN visit to champion stronger regulation of technology companies, including a proposed digital duty of care that would require firms to prevent foreseeable harm to users.
