Emonnie Branch, 51, is accused of fatally shooting Kentucky State Trooper Hayden Phillips during a traffic stop on Interstate 65 in Warren County on Monday. Branch was captured later that evening after authorities issued a statewide Blue Alert; he was denied bond on a charge of murdering a first responder and is also held on a fugitive charge.

Branch was on probation for a fraud-related conviction and was reportedly wanted over a probation violation before the shooting. His record includes securities fraud, attempted domestic assault, violating a no-contact order and illegally possessing a firearm as a convicted felon; records also show two probation-violation arrests this year. Phillips, a three-year state police veteran, leaves a wife and three young sons; officials pledged support for his family and said they would pursue justice.
