A 67-year-old Center Parcs worker, Penny Bulpitt, was killed when an electric buggy driven by a colleague struck her bicycle at just 9 miles per hour on a one-way road at Woburn Forest holiday park in Bedfordshire. The incident, which occurred on 22 September 2023, has raised questions about workplace safety procedures at the resort. Mrs Bulpitt, who was not wearing a helmet despite them being available to staff, sustained a fatal head injury from what witnesses described as a devastating fall for such a low-speed collision.

John Davies, the maintenance worker driving the converted golf buggy, stated he had insufficient time to take evasive action as Mrs Bulpitt appeared suddenly in front of him. The buggy was fitted with a speed limiter set at 10 miles per hour. At an inquest into her death, the coroner heard that helmets were general issue rather than individually assigned to workers and were not consistently worn. Davies was subsequently charged with causing death by careless driving but was cleared by a judge who ruled there was insufficient evidence to proceed, noting that "a careful and competent driver might not have seen Mrs Bulpitt." Mrs Bulpitt, who had worked at Woburn Forest for eight years and was described by management as a very popular team member, was riding an orange work bicycle with a trailer for carrying items such as towels and linens.
