Philippines Revamps International Co-Production Fund With Minority and Majority Tracks, Unveiled at Busan Market

Variety ·

The Philippines has reorganised its International Co-Production Fund into two tracks, with support levels based on how large a Filipino producer’s stake is. The Film Philippines Office announced the framework at the Busan International Film Festival’s Asian Contents & Film Market, aiming to support both Filipino-led collaborations and projects where Filipino producers are junior partners.

The Majority Track offers up to PHP13 million for features and series, or PHP5 million for documentaries and shorts; Filipino producers must hold at least 20% and the largest share. The Minority Track offers up to PHP7 million for features and series, or PHP3 million for documentaries and shorts, with a minimum 10% Filipino stake. Both tracks provide extra funding for qualifying ASEAN co-productions and projects meeting a cultural test, and require Filipino participation and plans to reach audiences.

  • The Philippines has split its co-production fund into majority and minority tracks.
  • Maximum grants range from PHP3 million to PHP13 million.
  • ASEAN links and cultural criteria can bring additional funding.

Film co-productions are collaborative projects between filmmakers from different countries, with funding and creative input from partners in multiple nations. Governments often support these partnerships because they bring investment and international distribution to their domestic film industries, whilst building creative relationships across borders.

The Philippines has a fund to support Filipino producers working with international partners, recognising that such collaborations can help local filmmakers access larger budgets, wider audiences and global expertise. These partnerships range from projects led by Filipino producers to films where Filipino creators are supporting partners in larger international ventures.

Different international partnerships play different roles in building a film industry. A two-track approach to funding allows support for both partnerships where local producers drive the project and those where local talent participates as a supporting partner, enabling the fund to nurture diverse types of international collaboration.
