Horkan family seek public inquiry after unanswered concerns over holster safety

Daily Mail ·

The family of Detective Garda Colm Horkan say they would have accepted an apology from Garda leaders or justice ministers over his defective holster. They are now seeking a full public inquiry, saying their efforts to get answers were met with silence and an inadequate response from the current Justice Minister.

Horkan was shot dead on duty by Stephen Silver on 17 June 2020. The family say they first learned of concerns about Garda holsters through media coverage in October 2023, although a Garda firearms expert had raised safety concerns in protected disclosures in August 2019, ten months before Horkan’s death. They wrote to then-Justice Minister Helen McEntee and Garda Commissioner Drew Harris in December 2023, and more recently wrote twice to Jim O’Callaghan.
