Hundreds of tenants face care alarm price hike

feeds.bbci.co.uk ·

Sheffield City Council plans to raise the monthly cost of its emergency care alarm service for nearly 1,200 older and disabled tenants in independent living accommodation. The increase would help cover the cost of a service that supports residents to live safely at home, but could add pressure for people on fixed incomes.

From January 2027, the weekly charge will rise from £4.44 to £7.29, collected over a 50-week charging year. The charge is part of tenants’ agreements and they cannot opt out; it has been unchanged for nine years, while the council expects a £167,000 shortfall in 2026/27. Of 57 consultation respondents, 41 raised concerns about affordability, the size of the increase, limited use of the service or being unable to opt out. The council says it will direct tenants to financial and benefits support, and the housing committee is due to discuss the report.

In short

  • Nearly 1,200 Sheffield tenants face higher care alarm charges.
  • The weekly fee will rise by £2.85 from January 2027.
  • Tenants cannot opt out, and 41 consultation respondents raised concerns.

Steelman: both sides, in good faith

The strongest fair case each way — we don't pick a winner.

The case for

The increase would bring the charge closer to the cost of providing a safety service that helps older and disabled residents live independently, after nine years without a rise. Covering the expected shortfall could help keep the service reliable and avoid shifting its costs entirely to other council services or taxpayers.

The case against

A steep rise in a compulsory charge could place a real burden on tenants with fixed or limited incomes, including people who use the alarm only occasionally. Because tenants cannot opt out, fairness may require the council to consider affordability protections or alternative ways to fund the service rather than pass the higher cost directly to residents.
