British-led force tests plans to rebuild Ukraine’s army in Poland
Around 300 British soldiers will travel to Poland for a multinational exercise preparing to support the rebuilding of Ukraine’s armed forces if the war ends. The drills mark the first test of the UK- and France-led force, which is intended to help Ukraine deter future aggression.
Exercise Koalicja runs from 9 to 22 November and involves 2,800 personnel from 11 countries. It will practise moving and supplying troops, coordinating command arrangements and training Ukrainian recruits; RAF aircraft will also rehearse supporting the reopening of Ukrainian airspace. The force is not a NATO or peacekeeping mission, and whether it will deploy remains uncertain while fighting continues.
In short
- 300 British troops will rehearse in Poland.
- The 11-nation exercise involves 2,800 personnel.
- Any mission to Ukraine depends on the war ending.
Steelman: both sides, in good faith
The strongest fair case each way — we don't pick a winner.
The case for
A multinational force could help Ukraine rebuild capable armed forces, deter renewed aggression and reassure Ukrainians that support would continue after a ceasefire. Rehearsing logistics, command and training in advance may make that support more effective while keeping the exercise outside Ukraine and separate from NATO operations.
The case against
Planning a foreign-led force before the war has ended could be seen by Russia as threatening, potentially complicating diplomacy or increasing the risk of escalation. The mission’s uncertain status and reliance on a future end to fighting also raise questions about whether such a commitment is workable and whether Ukraine’s security is best served by this approach.
Explained simply
Ukraine’s armed forces have been fighting Russia since Russia launched its full-scale invasion in 2022. Any future end to the war would leave Ukraine facing the task of rebuilding its military and preparing for possible renewed attacks.
The UK and France are leading a group of countries planning support for Ukraine after the fighting ends. The work could include training Ukrainian troops and helping organise supplies and command arrangements; NATO is a separate alliance, and this force is not a NATO mission.
The plans matter because Ukraine’s ability to defend itself could affect its security and the wider stability of Europe. Whether the force would operate in Ukraine depends on how the war develops.
