He faces four felony assault charges and a misdemeanour charge after allegedly shooting Julio Cesar Sosa-Celis in the leg through a home’s front door, though Castro says he acted in self-defence. Minnesota prosecutors say video and other evidence contradict his account, while Abbott says Texas is assessing whether Castro legally qualifies as a fugitive because he returned to Texas under federal orders.
