Andy Burnham: Time for honest discussion about freedom of movement between UK and EU

The Independent ·

Andy Burnham has called for an “honest discussion” about whether the UK should restore freedom of movement with the EU, arguing that the effects of ending it should be weighed alongside the benefits of closer cooperation. The debate matters because renewed EU ties could involve major choices on migration and the UK’s future relationship with the bloc.

Burnham said EU migration in the past often involved younger people who stayed for a few years before returning, and suggested migration patterns have since changed. The prime minister has backed an evidence-based debate but remains committed to Labour’s 2024 manifesto pledges against free movement, single market membership and a customs union. Burnham is due to meet EU leaders in Brussels on 20 November and says he will present options; he has ruled out recommending the euro or Schengen.

In short

  • Burnham wants an open debate on freedom of movement.
  • Closer EU ties could require free movement.
  • Labour’s current manifesto rules out a return.
