Canadian federal agencies awarded millions of dollars in contracts to a company founded by the son of a former Iranian vice president, even while intelligence officials were investigating him over alleged involvement in developing missile and jamming systems for Iran's military. Mohammad Reza Ghafouri Fard, who operates under the name "Sal Ghafouri" in Alberta, secured work with bodies including the Royal Canadian Mounted Police and the Department of National Defence, and was even included on an official Canadian trade mission, despite a declassified Canadian Security Intelligence Service (CSIS) report linking him to covert Iranian weapons procurement.

Ghafouri Fard, 45, is the son of Hassan Ghafouri Fard, a former Iranian vice president under Akbar Hashemi Rafsanjani. His two Edmonton-based companies received more than CAD $2 million (about US$1.45 million) in federal contracts, plus a government business grant and an invitation to help shape Alberta legislation. A January 2023 CSIS report says he worked on Iranian military projects including the Shahin anti-aircraft missile system, the RAAD electronic jamming system aimed at American aircraft, and the SINA ship-tracking system, and that he admitted to procurement activity benefiting Iran's Revolutionary Guard Corps while saying he did not care that it was prohibited.
