Two organisations charged over deaths of disabled residents in Roadford Lake capsize
Burdon Grange Care Home Limited and South West Lakes Trust have each been charged with two counts of corporate manslaughter after two disabled residents drowned when a boat capsized at Roadford Lake in Devon in 2022. The charges mark the start of criminal proceedings over the deaths of Alison Tilsley and Alex Wood.
Both organisations also face health and safety charges. The care home is additionally accused of failing to protect its employees, while the trust is accused of exposing people outside its workforce to health or safety risks. Six people were on the boat; another passenger was seriously injured. The first hearing is scheduled for Bristol Magistrates’ Court on 11 November 2026.
