They note that departing employees may have individual disagreements over specific internal decisions, commercial incentives to raise their public profile, or a new venture to promote, which warrants some scrutiny of motive even where concerns are sincerely held. They further worry that alarmist rhetoric could push governments toward hasty, poorly designed regulation that entrenches the largest incumbent labs, stifles beneficial research, and is in any case very hard to enforce internationally, since software capability, unlike fissile material, cannot be easily monitored or verified across borders.
