Staffordshire council faces fourth Reform leader since May 2025 election

Daily Mail ·

Reform UK’s leadership of Staffordshire County Council has changed again, with Martin Murray resigning as council leader and leader of the party’s council group. He said stepping down was in the best interests of Staffordshire and its residents, but gave no specific reason; Hayley Coles will serve as acting leader.

Reform won control of the council in May 2025, but Murray is the third leader to leave since then, meaning the authority is set to have its fourth leader since the local elections. Ian Cooper resigned in December after his party membership was revoked over allegations about racist social media posts. Chris Large took over early this year and later quit after alleged racist activity appeared on a TikTok account bearing his name; he denied responsibility. A full council meeting on 10 December is due to select a permanent leader and deputy.

In short

  • Martin Murray has resigned as Staffordshire County Council leader.
  • Hayley Coles will take over as acting leader.
  • The council is set to appoint its fourth leader since May 2025.

Steelman: both sides, in good faith

The strongest fair case each way — we don't pick a winner.

The case for

Supporters may argue that repeated leadership changes show Reform is responding to serious concerns and seeking leaders who can maintain public confidence. An acting leader and a scheduled full council vote provide a route to stable, accountable leadership while councillors decide who should take the role permanently.

The case against

Critics may argue that three departures in a short period point to weak candidate vetting and internal instability, making it harder for the council to govern consistently. Residents may reasonably expect clearer explanations for leadership changes and assurance that party disputes will not distract from the council’s responsibilities.

Explained simply

Staffordshire County Council is responsible for services across the county, including schools, social care and roads. Its councillors choose a leader to oversee the council and set its political direction.

Reform UK won control of the council in the May 2025 local elections, giving the party the job of leading its work. Since then, several people who led Reform’s council group have left the role; Hayley Coles is now acting leader while councillors are due to choose permanent leaders.
