Small print states that the Echoes of Sekigahara content is available through patch 2.0 or later and requires an internet connection and PlayStation account to download. This suggests the DLC may not be included on the Blu-ray disc, potentially because the base game and expansion exceed practical disc capacity, although Sony and Sucker Punch have not clarified the exact contents of the disc.
