GOV.UK founder Mike Bracken has warned that Britain’s rush to adopt “sovereign AI” could replace dependence on foreign technology with deeper reliance on a small number of powerful AI suppliers. He argues that true sovereignty is not simply about owning domestic infrastructure, but retaining the freedom to change suppliers, technologies or strategies as circumstances change.

Bracken says institutions gradually lose control through a series of seemingly reasonable technology decisions, especially when AI systems become embedded in infrastructure and workflows. His concerns apply to government, businesses, universities and charities, while the UK invests in domestic computing capacity; he sets out the argument in his new book, *Digital Sovereignty: The Power to Decide*.
