House Republicans are urging the Senate to take up their newly passed reconciliation framework for a proposed $95 billion package, but Senate Majority Leader John Thune has said he will prioritise resolving government funding first. The disagreement matters because reconciliation can allow legislation to pass the Senate with a simple majority, offering Republicans a potential route for advancing major priorities without Democratic support.

The House approved the framework narrowly on 22 July, beginning the third Republican reconciliation effort of this Congress. The package is expected to include roughly $60 billion for the Iran war, $13 billion for intelligence programmes, $12 billion in farm aid and $10 billion in election-related grants linked to the SAVE America Act; however, Senate Republicans disagree over its cost and whether its voting provisions meet Senate budget rules. Thune has described the path as difficult and may retain the framework as a possible fallback if funding talks fail.
