Labour plans stricter parking and enforcement rules for rental e-bikes
The Government plans to introduce stricter rules for rental e-bikes in response to complaints about pavement riding, obstructive parking and other anti-social behaviour. The proposals stop short of banning the bikes and would initially cover rental schemes only, although ministers say a separate crackdown on privately owned devices is planned.
A new licensing regime would set standards for local authorities, require users to leave bikes in designated parking zones and allow fines for riding on pavements, jumping red lights, riding drunk or breaking road rules. Police seizures of illegal e-bikes rose by 83 per cent, from 3,858 to 7,049, in the 12 months to May. Transport Secretary Heidi Alexander is due to announce a consultation; Guide Dogs welcomed the plans, citing risks to pedestrians with sight loss.
In short
- Rental e-bikes would face tighter licensing and enforcement.
- Users could be fined for pavement riding and illegal parking.
- Privately owned devices are not covered by these initial plans.
